Liebzeit was elected to the
Wisconsin Conservation Congress as the
representative from Outagamie County at
the age of 26. During his thirty years
on the Congress, he served twenty years
on the Executive Council and was secretary-treasurer
and Vice Chair.
Among his conservation efforts
were placing the black bear on the big
game hunting season; closing the Fox
Locks to protect Lake Winnebago sturgeon,
walleye, and northerns from the introduction
of the lamprey eel; unit boundaries for
management of whitetail deer; and hunting
licenses fees and adjustments to fund resource
management.
